The tunnel with status DOWN in yellow means ISAKMP SA established, but no IPSec SA established. It means that the encrypted communication is established but the network parameters of the tunnel cannot be set. This problem is most likely related to mismatching network configurations for one or both tunnels.

One solution is to check for both tunnels that local and remote network definitions match. Please pay special attention to the netmasks, as the nemasks must also match!
